No.
The immigration rules that we apply to all or individual countries can change as needed. No permission slip from the UN needed.
China may be sending countless students and business people to this country. Then they misbehave such as by spying, unleashing viruses, mistreating Hong Kong, etc, and the welcome mat is taken up. You see how it works? It is based on what American wants and needs. They have no entitlement to be here whatsoever. None.
Further, going back to the Sudan issue for a minute, you may perhaps notice that since Trump implemented some of these changes the number of Islamic "incidents" has in fact decreased considerably. We know that you would like to turn that around to continually "improve" our foreign policy. Just as the left will not be happy until they have "improved" domestic policies in our cities to the point where they are no longer liveable.
Note further, that even though your ilk consistently refer to such policies as are applied to the Sudan as "the Muslim Ban" that the largest population Muslim countries in the world were not banned. An inconvenient truth. You say that it is "our loss that we do not continue to accept other persons from the Sudan." Wrong again. It is Sudan's loss that they refuse to meet the minimum security requirements needed to vet their immigrants thus depriving many of them of the opportunity to come to the greatest country on earth. Americans will be just fine without them until they comply. After all, the line of people wishing to come here is rather long and diverse already.
