Wouldn't it be better to put them on a 6 month or 12 month payment plan (with some minor interest) and only put them in jail if they miss payments for their traffic ticket or minor fine?
Maybe but you know very well when they inevitably don't pay, you will be looking for more reasons to cut them slack. How do they have money to put gas in their car if they can't afford a small fine? How do they afford cable TV? You know they can find money for that. I don't want to be harsh but there comes a point where if people expect to be totally looked after, like farm animals, they should lose the right to vote and other civic privileges. How about that? You don't want to pay a small fine, you lose the right to vote.
