Kind of does, could also be that said informant was fishing for info for the FBI rather than truly offering anything of value, could be that it's a Putin plant/double agent/infiltrator (for latest example, look at Alexei at the Clinton foundation). Hell, could be that he was looking for a Payday and went rogue; it's not like informants are saints.
