Nickel Buy Back short option

The Nickel Buy Back program at TD Ameritrade lets me buy back a short option position valued at 5 cents or less without paying commissions. Who else offers this or anything similar?
 
I'm not 100% sure, but I think IB might. I bought back a short option position that was about to expire and didn't get charged a commission. The option was bid/ask at 0.00/0.01.

ib correct allows 1 cent closing of short option free no commission, but if u were to buy the one cent option it wud charge u...
 
optionsXpress reduces commission on OTM option buybacks, but it's something like half rate. Can't remember if they do the same for selling options that are nearly worthless.
