I'm looking for an addition or replacement to briefing.com. I'd like to get information on pre-open halts, morning opening indications, and the like.

Does anyone know of some web-based sources for that information?

Open an account with a big broker and you can get all that free. Bloomberg also has all that.

Try http://www.vlcn.com/ . I haven't tried them, but I would like to know how they are.
