My reaction as well.

It's part of the soft racism of liberals. They actually think they are showing compassion by holding blacks to a far lower standard than they would whites. They sincerely believe blacks are too dumb to run their own lives without liberals' assistance.

Actually blacks could run their own lives just fine if they weren't sabotaged by Republicans at every turn.
