It is amazing...
Location-based technology has been available to Cell operators since its inception. I should know, I worked for one.
Of course, this is nothing to be alarmed about. Operators and Government can be "trusted" not to abuse embedded tracking - just like every other ubiquitous tech thats come out since the telephone.
