Need help in figuring out how to put this trade on?

I need help figuring out how to structure this trade (bet). How do I go about shorting CA municipal bonds? I don't have enough money to call up GS and ask them to structure something for me but I would like to do this for a mid 5-figure sum.

I know there are CA Muni ETFs but it seems that they're fairly illiquid and I'm not sure if it's possible to short one one of those.

Anybody have a good way to structure this?
