I dont actually follow that bit about how the bill is being introduced as Oregon is preparing to comply with the federal Real ID Law 2020 which requires proof of citizenship. I might need to use my Batman Decoder Ring there to see how issuing licenses without requiring proof of citizenship meets that requirement.
