A story in Thursdayâs Wall Street Journal says nearly 90% of all those who were uninsured prior to the enactment of Obamacare will be exempt from having to sign up for coverage.
The piece by the Journalâs Stephanie Armour says roughly 4 million of the 30 million who were uninsured will be subject to the individual mandate that is part of the Affordable Care Act. It says the number of exemptions is swelling to the point where the lionâs share of the uninsured will be able to claim a hardship.
A report from the Congressional Budget Office and the Joint Committee on Taxation said the number of those who wonât be exempt will be lower than earlier estimates of 6 million, prompting some to wonder whether the individual mandate is needed at all.
Among the exemptions: Those who have suffered from domestic violence, experienced property damage from a fire or flood or those whose insurance was canceled.
âIf your pajamas donât fit well, you donât need health insurance,â Armour quotes Douglas Holtz-Eakin, former director of the Congressional Budget Office and president of the conservative think tank American Action Forum, as saying.
âIt basically waives the individual mandate.â
One major factor is that nearly half the states opted not to expand their Medicaid programs, which may account for a large number of people not receiving insurance.
