if so this is a socialist mentality. you don't solve unemployment by creating more government jobs. you create jobs by creating conditions for a dynamic private sector

what happens to these people after national service. who will hire them?
not a private employers who will assume they picked up poor work habits working for the gov't.

Many countries require 2-year mandatory "service" for both young men and women. Not a bad idea, really. Either serve in the military, VISTA, or Peace Corps.
