Is this rule even helping? yes maybe the sotcks would be down more today if there was shorting, but how much lower could NCC go then $2?

$.06 like WAMU or $.60 like WB was but who knows what if and when it starts trading today.

They have this down pretty well now. WAMU Thursday, WB Sunday. Hell, they can fit NCC in tonight.
