How can you buy if shorting is banned? Just enter a buy order. But to enter a sell order you need to own the shares first (under the rule you cannot sell shares you don't already own). I assume there are exceptions for those who have friends in high places.....

i come from Europe and therefore i don't understand naked short selling. we cant sell if we haven't borrowed in the first place.
