The Treasury was redeeming notes held by central banks at $35/oz while elsewhere gold was selling for $40/oz. The U.S. could no longer control the price of gold. For details see Keynes at Bretton Woods Conference. Keynes foresaw that it would eventually become impossible for the U.S. to maintain a stable price for gold. Two decades later this is precisely what happened for precisely the reasons Keynes said it would happen. Keynes had proposed instead a Reserve Currency based on a basket of other currencies. His views did not prevail against those represented by the U.S. Delegation headed by Dexter White. The U.S. was, of course, in the "Drivers Seat" in the waning days of WWII when the conference took place. Its purpose was to decide a mechanism for fixing currency exchange rates following the war, which was all but over at that point. The U.S. agreed to exchange U.S. dollars held by Central Banks at a fixed rate of $35/oz. All other currencies would be keyed to this according to rules established at the conference. Both the International Monetary Fund and the World Bank had their origins at Bretton Woods.
