Yes, out of state residents/citizens should pay more, just like every other state.

And if they are residents of the state why not? At least they are here (NJ) paying for it and not in Ca where everything is free and the state is bankrupt. What they shouldn't be eligible for is financial aid, however.

I also suggest you change your handle from Scataphagos to scaremonger. It suits you better.
