You know, because there was no lesson to learn there. The US and Ireland (the rest) inherited one interesting thing from the British that separated them from most of continental Europe. No compulsory identity cards, no easy lists for authoritarians to abuse. In Britain and Ireland (plus most commonwealth) there are some very strict (imperfect) and convoluted data protection laws as a result.
