He shouldn't have signed them if he didn't approve. He should have rammed through changes like he did on the ACA. So he can ram things through, but the only things he saw fit to ram through were things that made the deficit worse.

For example, last year's deficit was 594 billion yet the debt climbed 1.3 trillion.
