Sessions is bureaucratic as hell even though he is coming out of a legislative branch. So is Wray as far as I can see. He is assigning the fisa investigation over to the IG who I think is a pretty good IG so far anyway but is not an independent counsel. He is still part of the Justice Department structure....although he reports equally to Congress. I guess. The IG also is in the same position as the Intel Committee where he can only make referrals for prosecution - but cannot go directly to a grand jury himself.
If the AG is a total dud as Sessions is, the IG can sometimes give him the cover he needs to take action but making a referral. On the other hand, you don't get the kind of action that you would get with a real AG or an Independent Prosecutor. Sessions and the IG would still be investigating their buddies.
To me, Sessions is not part of the swamp but he is just too sleepy. Whereas someone like Christie might tip a couple desks over on the way into the position just to get the juices going. Wray doesn't impress me either.
Having said that, I do think that Sessions knows that he has to start producing at least a few scalps...or else Trump is going to move his sorry arse out the day after Muellers report comes out regardless of whether it helps or hurts trump.
Sessions has that fisa investigation going and the Clinton Foundation investigation going with the U.S. Attorney in Little Rock, and allegedly he is re-looking at the Uranium thing. Okay. I guess and he gets to klutz around for a few months as any investigator does. Need to product though and he and the Justice Department are not capable of going body to body and getting anybody they can on bullshit charges the way Mueller is as a fully empowered witch-hunter.
