The only way a top qualified individual would ever try is if he had an unbelievable level of patriotism. And that would vanish in days once he made it to the Oval Office and took a good look around. Actually, it undoubtedly is beaten out of him well before that.
We won't get a capable commander in chief unless we change the system. And that's not ever going to happen, sad to say.

My suggestion for starting to change the system would be as follows:
1) Congress needs to be a part time job. 6 months max then the rest of the time is spent at home.
2) No active member of the Bar can serve as an elected representative (seperation of powers).
3) Public finance of campaigns ONLY. No PAC money, no Party money, etc.
