The boys don't really grasp what fascism really was and is. An alliance of the state's military/police with its industrial oligarchy and of course an authoritarian leader.
Antifascism is just a method of making being a recruit to this system unpleasant. It is effective as most authoritarian boot boys are uncomfortable when personally challenged, they choose not to join a neo Nazi group. Its not perfect but it works (or worked before social media) fairly well.

Yep, a lot of stuff was erected during the depression. I know about the WPA but I think the art and cultural stuff was a separate program.
