My bet is that either:

(a) He is shilling for collecting customers that he'll turn over to someone else for 'treatment', which will included a free dose of wallet lightening at some point down the road, or

(b) He'd like to package a couple traders so that he can find funding from another source and take his cut.

If he was simply a well funded investor looking for talent he certainly would not need to go through the hoops he's been setting out for people to jump through.

Seeing hoops is always the first sign of danger.
