Imagine a political class that was united completely, from President to Congress with the added benefit of popular support. Then, if you are a CEO that knows this is a shift in the wind, so to speak, you have to start making plans for permanent change. But that isn't the case here, and that is why it won't work. It is also why China will probably not cave if they feel they can outlast Trump.
