We can shut down Mexico anytime we want: Put a stop to the remittances from Mexicans in the U.S. That is how I would invade actually: 1)shut down remittances 2)send in the U.S. Military to overrun the place like they did Afghanistan.
The northern third of Mexico is very definitely a failed state. A friend of mine is from Mexico, a hard guy I'd say, he's been shot in the leg, arrested and spent years in a Mexican jail so yeah, he should be pretty savvy to the situation in Mexico, no? He told me ten years ago to just stay out of Northern Mexico, especially in the areas where the Zetas were running things. He didn't go into detail but the look on his face said it all: terrorism of the worst kind. I learned that their hired guns have monthly quotas for body count. They will stop a bus, order everybody to kill somebody from the bus or be killed then they induct the ones that are willing to kill somebody into their organization. That might be worse terrorism than what we see muzzies doing in the Middle East actually...
I've always been interested in the contrast between the U.S. and Mexico. They have the same natural resource abundance but one is hugely successful and the other has never ranged above mediocrity when it comes to innovation and prosperity. It's gotta be the people and the culture. We have white protestants that love freedom, they have spanish-amerinds that have their heads up some lousy priests backside all their lives...
