Massive subpoenas ask for voter records in 44 NC counties

Federal investigators connected to the U.S. Department of Justice, U.S. Immigration and Customs Enforcement and the U.S. Department of Homeland Security have subpoenaed massive troves of voter data, including executed ballots, from 44 North Carolina counties.
The subpoenas, served on county elections boards across the eastern part of the state, cover five years worth of elections data, from August 2013 to the end of last month. The subpoenas are "the most exhaustive on record," State Board of Elections and Ethics Enforcement attorney Josh Lawson said in an email to the assistant U.S. Attorney handing the case, covering millions of documents.
Complying will make it difficult for county officials to also prepare for the approaching November elections, Lawson said.
The subpoenas came from U.S. Attorney Robert Higdon's office and cover the 44 counties in the Eastern District of North Carolina. They tied back to a grand jury based in Wilmington.
That is also where the grand jury that last month charged 19 foreign nationals with voting in the 2016 elections is based. A Department of Justice spokeswoman said the department would have no comment on the new subpoenas.
The subpoena states that data is due in Wilmington by Sept. 25, but follow-ups between the state elections board and the assistant U.S. attorney handling the investigation indicated extensions may be granted.
The subpoena served on Wake County asks for: "Any and all poll books, e-poll books, voting records, and/or voter authorization documents, and executed official ballots (including absentee official ballots), that were submitted to, filed by, received by, and/or maintained by the Wake County board of Elections from August 30, 2013, through August 30, 2018."
The paperwork lists not only Higdon's office, but a special agent with Homeland Security Investigations and ICE.
Marc Elias, a national attorney for Democrats, called attention to the investigation Tuesday evening on Twitter.
"I now have the relevant language from Grand Jury subpoenas that the Trump DOJ sent to 44 North Carolina counties 60 days before the midterm elections," Elias wrote on Twitter. "It is very broad and aimed at voting records. This is highly unusual & extremely disturbing. We must demand answers!"
