the term relational database comes to mind, I don't use it myself, but it allows inputting a known value, and it returns a list of all the inter-connecting parts. Typically, it's used more for words, than numbers. PHP programming has 1 built-in, if I recall correctly, if u want to research the topic further.

dunno precisely where the number you're asking about came from, or anything at all about how it was derived but if u don't like numbers, and like words more, then whatever.

otherwise, almost any modern charting sw package can be manipulated to do the same thing via 1's and 0's... in an array or vector, spiced up with a binary search engine, sometimes called a hill climbing algorithm, tho the algo part might scare a non-numbers person, it shouldn't.

u won't find that by clicking on the trendline icon and practicing for a lifetime, or maybe u will? but what I'm trying to say is, if u look beyond everything easily visible and being to visualize a bit being switched on and off, select the right compoonents, with a little, a lot, or more if neccessary, almost anyone who wants to can do the same using any charting sw.

edit...sorry, didn't answer you're question. the numbers mean or represent a seed, root, source or connection taht qualifies the number (as valid) in the mind ofthe person utilizing it...to extrapolate from. The number offered could of been the seed it originated from or it coould be the extrapolation which is simply a derivative value, (attached to the seed, in some way, that makes it viable).
