From the article...
"Smith's Typepad account is in the name of Timothy Nagley and it is he who has popped up with the leedscounsellingclinic.org site offering psychotherapy services in Leeds, UK."
And drumroll, please... Here's where Xela's single IP address maps to:

Wow...I'm having problems trying to wrap my head around all of this involving Xela or Mr. Smith.
Out of curiosity, now that your willing to post publicly your members IP addresses although I do understand its now a banned member or a member that needs psychological help...
Why not setup your forum to show member's IP address with each & every message post ???
This was asked in the past many times before and you've been unwilling to do it. I've only asked again about this issue because I've seen other forums do it but I just can't remember the name of the forum.
I do know you have access to that info only but making it available (publicly) when members post messages may help minimize multinicks and any other concerns associated with such (e.g. stalking, trolling or whatever).
This is an issue I've seen in the past in many different situations here at ET where members accussing other members of being another member, reincarnation of someone that was banned in the past, accussing someone of being someone from another forum (banned at that other forum).
Now that you're publicly revealing at least one member''s IP address...was the real issue in the past for not setting up IP address reveal within a message post due to a coding issue here at the forum...as in you can't code that in ???
Seems like a win win situation because doing such (public IP address reveal in message posts) will also minimize publicly announcing that a particular member is a multinick of another member or a nick of someone in a nearby location of another member to imply they personally know each other or that the person is moving around and posting from different nearby locations (they are mobile posting).
Also, another issue I saw raised by Gotcha...I'm sure many members here at your forum will be willing to reveal more info about their trading if they had a sense of trust about those other annonymous folks reviewing the trading info especially at a public social media site.
You know...someone annonymous not willing to reveal himself/herself while asking someone else to reveal private info although I'm sure the IP experts will tell me that revealing IP address in message posts will not solve problems at a forum,
P.S. I've always naively assumed that members pretending to be the opposite gender as a transgender issue or a man pretending to be a woman doing such to gain power over other male members or acting upon conscious (or) unconscious homosexual feelings.
What's the name of that dating website in which most of the register females were actually men ???
