Middle class and upper class people I know have weighed the pros and cons of having additional children and considered factors such as (1) can we afford it financially (2) will we be able to save enough $$ for college and so on. Plenty of people who are poor oftentimes have sex ... out pops a kid and many times little, if any thought, was ever put into the resulting outcome (of a child). So I'm suggesting that we quit rewarding people who have kids they cannot afford to raise financially or emotionally.

What’s Behind The Drop in U.S. Teen Birth Rates

"Teen birth rates in the U.S., which have been declining for two decades, have reached a record low, with significant drops in almost every state.

"The report, from the U.S. Center for Disease Control and Prevention (CDC) shows that teen birth rates fell at least 15% in all states with the exception of West Virginia and North Dakota during the years 2007 to 2011. Rates in Arizona, Colorado, Idaho, Nevada and Utah fell by 30% or more.

"The CDC based their findings on birth certificates collected during the study period. Overall, the rate of births to teen mothers dropped by 25% from 41.5 per 1,000 teens between the ages of 15 to 19 in 2007 to a record low of 31.1 births per 1,000 teens in 2011.

Who said anything about teens? You missed the boat completely here. The discussion was regarding high poverty/poor women having more kids than they can support. And it's even more true with blacks since the majority of the time the father is no where to be found. Next, there's not anyone 15-19 who should even be thinking of having a baby! So the stats are irrelevant. No one in that age group has the education for any worthwhile job or the maturity to raise a kid.

The teen years are when most births of the type most detrimental to society occur.
