I did not find an M16 confirmation in the article you linked, I found an offer to sign up for a premium on-line newsletter for $99 a year instead. As far as I know no reputable news outlet confirmed this alleged M16's revelation so the article is most likely bogus. But even if it's not I completely agree with the following quote:

it of course does not take into account that virtually all this "free" money were used on defense. It certainly does not explain the fact that every forth Nobel prize winner is jewish or half jewish, it ignores the fact that the "free money" from arab annual oil profits far exceed the total amount of aid Israel got in its 60 years of existence (and yet no nobel prize winners in the Arabstan)...

I think threat is also a big part of it, yes. There is nothing quite like warfare to drive innovation.
