That's not true. A tsunami warning is very rare here. In fact I can't recall even one since the Fukushima quake 5 years ago.it seems every time there is an earthquake now the threat of a tsunami appears,

It's interesting... Ever since that one tsunami years back that took the world by surprise, it seems every time there is an earthquake now the threat of a tsunami appears, ...and guess what ..there is never a major a tsunami to be seen. This has to be the 35th earthquake where they put a tsunami warning out and nothing happens......
Actually there always is an initial notification issued right after a quake of the possibility of a tsunami. But the confirmation as to whether there will be a tsunami or not, and the warning if there will be, comes within a minute.So every offshore earthquake requires a tsunami warning i think.

250,000 died in 2004 earthquake and tsunamis.
Then six years later:
20,000 people died in the 2011 earthquake and tsunami.
So every offshore earthquake requires a tsunami warning i think.
Even a small offshore earthquake that generates no tsunami, could be pre shock for a bigger one that could, no one can really predict. But people need to be warned.
