I'm not very well briefed on it but, as I know it, it's about internet service providers either delaying or completely denying service for internet traffic that doesn't mesh with their ideals. This includes but is not limited to BitTorrent streaming, newsgroup access, and VoIP phone providers other than themselves (Vonage, MagicJack, etc.)Quote from flytiger:

this product fascinates me. For all the crap out there, this is just unbelievable. It must be, since the internet exists, 20 bucks a year for nothing ventured is profitable to the nth degree.
I started using it yesterday. Perfect call quality and it has voicemail, call waiting, caller id, and call forwarding. When you get a voicemail, you also get an email immediately and can listen to it in realplayer. They even offer international calling for very low rates. 2 cents/minute for Italy. No phone company can compete with that...
