You'all make my case.....every example of police force is triggered by belligerent behavior
In this case from what I see He fit the description of someone wanted.

As a cop why should I relax when he does the opposite I ask him....He is suspect for another case , why does he not follow instructions....A cop is thinking. trying to figure out if the suspect has a motive for not listening.....Does the suspect feel he can gain the upper hand by getting into a position to his advantage
If I am a cop I want the suspect to get into the position I want him in, so I, as the cop always have the upper hand....A cop only gets one chance

Why should a cop have to compromise on the position of the suspect when the approach is made.....maybe the suspect wants to be in a standing position because he has a knife in his sleeve and he then has the leverage to use it

He was told to lay face down , instead he stands straight up
Its much more dangerous to control someone. who is bigger, when he is standing....
If Tony Starks job to protect society and you had to put this guy in handcuffs to question him, would you rather approach him standing up or have him on the ground
This suspect would prefer to be standing.....Do you trust that his preference is best for you....If you trust a suspect like that then soon enough you will be a statistic
