CO2 is the most important ghg, not water vapor.
it is clear that CO2 is the key atmospheric gas that exerts principal control (80% of the non-condensing GHG forcing) over the strength of the terrestrial greenhouse effect. Water vapor and clouds are fast-acting feedback effects, and as such, they are controlled by the radiative forcing supplied by the non-condensing GHGs.

An online petition to remove all air conditioning from Department of State property has gotten more than 1,800 signatures since it was posted online Sunday. A Change.org user named Hopalong Ginsberg created the petition in response to remarks made by Secretary of State John Kerry claiming air conditioning and refrigerants are as much of a threat to the world as the Islamic State of Iraq and Syria (ISIS). The petition garnered 1,869 signatures by Monday afternoon.

Let us not forget that water is the most important Greenhouse gas. When you use hydrogen as a fuel you produce water! More water vapor released to the air will lead to global warming, global warming will increase evaporation of the oceans, and by that positive feed back mechanism, we will all be incinerated in a decade or so.
