I would also not download any code on comps needed/used for important things. Use a 'garbage'/'test' comp. Long distance programming relationships can sour pretty quickly.
This is probably your best bet for finding a developer for your project.
As most posters stated in this thread, it is highly likely that you have to substantially increase your pay rate in order to attract any developers from the 'TWSAPI' group.
