It's more like 15k job, time... plus finding someone whose proficient in markets lingo. It's extremely frustrating explaining every detail and if the programmer doesn't fully understand it, they make assumptions and errors.
Do you have a money making algorithm or you want someone to write it for you?

Looking through that I paid someone more for a fifth of what you described. Plus finished product was a lemon. If you truly want it done right and not taken for a ride. Find someone local that can sit down with you.
