You never answered why you require the person to be outside of Canada and the US. I can't think of a good reason. Sure, a US resident would be taxed on their own earnings, but that wouldn't cause your fund to be taxed.

In fact, there is a good argument to be made for wanting a US-resident NFA member to help with your fund. All NFA members are finger-printed, guaranteed not to have felony backgrounds, and get regular ethics training.
