Well, with railway network there is naturally no compettion because it's too expensive to run 2 competing railways on the same route. So, the competition is only from buses and airplains.
You can argue that 2 railway companies can run trains in the same direction on the same rails and compete in this way... but this introduces schedulling problems. If a train gets delayed because it's stuck somewhere all following trains are likely delayed too
