Yahoo finance for free.
It is the BATS exchange quotes though, not the consolidated (from all exchanges) last.
Depending on what you want to do it can be "OK".
There are probably hundreds of providers, it all depends on your needs.
 
you have to be more specific. totally free, without any subscriptions\accounts etc?

many brokers provide free quotes for their customers,but you must have an account with them. it doesn't mean that you have maintain certain amount on it. so-you can open an account,put some money on it,then withdraw and keep few pennies
i still have my very first scottrade account with no money on it.
