All businesses have to spend money, and those in the same sector are spending it basically the same way. It's meaningless in the sense you mean it, but very important to our wellbeing, the sense in which FT meant it.Quote from Max E. Pad:

If the money was transferring around from business to business in order for businesses to regulate themselves then you are right it would be meaningless because it is still stayingbetween the businesses, however that isnt how it works now is it?
For every new rule or regulation, there is an army of bureaucrats enforcing the rule or regulation, there by syphoning the money out of business and into the government sector.
There is simply no way for anyone who has the slightest grasp on economics to come to the conclusion free thinker did which is that regulations save businesses money.
