The Constitution lays out the various requirements for a territory or whatever to become a state BUT-BUT-BUT the District of Columbia -or at least "the seat of government" (they could have chosen some other area)- is specifically created by specific language in the Constitution. You would have to also amend that part of the Constitution to eliminate that language before making it a state, or else move the seat of government somewhere else. The constitution specifically says "it shall be separate from the particular states."
It's all bullshit. Lay off the weed for crisesake. Approving a new area or territory as a state does not erase that clause. Approving a new state is not an amendment to the constitution, it is the following of the constitution and the process described therein.
Oh I see, you libs want to argue that no one pays any attention to the constitution anymore so that is not necessarily a problem to achieving that goal. Well, that might be true. And Ketanji Jackson, Che Guevera's sister on the Supreme Court would help you out when the case gets there.
