Imo Obama is correctly using caution when assigning blame or not in these cases. It is best to let the evidence play out, and not jump to conclusions. Soon, every attack by a Muslim will be attached to Daesh, and that is also dangerous since there is Al-Queida and other terror organizations possible of these atrocities.
That said, these lone wolfs are rarely alone, and you don't need direct evidence to see the obvious. And it isn't just lone wolf, I would add, home grown:

We should all use caution in judgment. I have no issue calling the thing by its name once it is established. But in thus case the only fact relating him to the outside of the US is his two pilgrimages to Saudi Arabia. That in itself means nothing more than him taking his religious belief seriously. If evidence is unearthed that his killings and the plan thereof relate to outsiders then that would obviously change the picture.

What is irrational, is letting groups of people into our country when you know a percentage of them are terrorists and the head of homeland security said we are not able to properly screen the terrorists out. There is no law that says we have to let immigrants into our country. So lets now do it til we can properly screen.
