There are many definitions of gene therapy. mRNA therapeutics are one of them. Even the FDA agrees. Maybe they will change the definition one day to suit the anti-science narrative, like the WHO did for Herd Immunity. Gene therapy is defined on FDA site and the way mRNA vaccines exist - its SCIENTIFICALLY impossible for them to alter DNA.
