You should have read the mandate before posting.

The mandate is to follow CDC guidelines. It would be silly to require someone, alone, in a Federal park, to wear a mask. And the mandate doesn't require that.

The CDC is the authority as to how to deal with the pandemic, not POTUS via EO's.

CDC guidelines did not require wearing masks outdoors, where distancing was possible.

Too bad the Spokesperson wasn't prepared for such a question. Would have been a great opportunity to educate that reporter and the public.
