Aaahahah, I am just having fun tonite! Really you should not worry so much about latino and black people bring your country down. Because high IQ is not always what can make your country strong. Look what happens when you have banks leaders that can take take really big money from middle class people working hard. They take from their 401K because the funds manager is not really traders, but brokers. And they take from universitys funds too from their trades. So they are not really feeling and thinking about thier country, they are thinking about only thier money. Smart?
 
To help the left side of the distribution the US is advised to

a) reduce low-skill immigration and drive up the demand for the existing low-skill population by reducing the supply

b) provide a 10th grade graduation plus apprentice program for those who cannot or will not graduate. creating failures right out of the gate is bad policy.

c) reinstitute juvenile hall - the disruptive kids have to be separated from the rest of the student population

d) improve self-control and will power, which is less genetic than IQ

1) One way to do this is to hire more male teachers in female dominated schools to
serve as role models

2) that's about it, I don't have any more suggestions wrt d)

e) in general the elites need to promote religion, marriage, and other middle-class virtues. Morality is the socialism of behavior. At the very least, the elites need to stop denigrating the very same rules they follow themselves.

f) stop promoting ethnic victimology and start promoting assimilation. This will be hard for the professional ethnic victimologists, but paranoid self-pity is a self-justifying recipe for failure.

Black-White IQ Differences

There is no getting around certain large and troubling implications of black-white differences. The implications seem most troubling when you turn from the average differences and focus instead on the differences at the extreme -- when you contrast the two overlapping bell-shaped distribution curves and look at the proportions in each group scoring above and below certain levels. If you tell yourself that the top professional and managerial jobs in this country require an IQ of at least 115 or thereabouts, then you also have to tell yourself that only about 2.5 percent of blacks appear able to compete for those jobs. The comparable figure for whites would be about 16 percent. Total black population with IQs over 115: 800,000. Comparable figure for whites: about 30 million. If blacks had the same IQ distribution as whites, the black total would be over 5 million.

The data are even more depressing on the downside. An IQ in the 70-75 range, which many psychologists would label "borderline retarded," implies a life that is guaranteed to be short of opportunities. Very few students in that range will absorb much of what elementary schools teach, and virtually none will graduate from high school; few will succeed in finding and keeping good jobs. None will be admitted into the armed forces (required by law to screen out the lowest ten percent of the distribution). The bad news is that a substantial minority -- apparently more than one in five -- of American blacks have IQs below 75. Around one in twenty whites are below 75.

The black-white gap is 15 points when measured on the Wechsler tests, 18 on the Stanford-Binet. Both tests are, of course, normed so as to produce an average of 100, but the white average is a bit higher. On the Wechsler metric, whites and blacks average 102 and 87, respectively. On both tests, the gap between the races is almost exactly 1 SD (standard deviation). The gap of 1 SD has been observed since the earliest days of intelligence testing.

In a paper in Intelligence, Rushton and Jensen take issue with those who think that the black/white IQ gap is narrowing, and thus may eventually disappear.


(Rushton & Jensen, 2005) and (Rushton & Jensen, 2010) maintain that the IQ gap between Blacks and Whites has remained at least 15- to 20-points (1.1 standard deviations) since the time of World War I (1917) when mass testing first began ([Roth et al., 2001] and [Shuey, 1966]). On the other hand, (Flynn, 1987b) and (Flynn, 1999b) argued that the mean difference has decreased from the Army Alpha of World War I (1917), to the Army General Classification Test of World War II (1946), to the Armed Forces Qualification Test of the Vietnam era (1968). More recently, Dickens and Flynn (2006) claimed that Blacks had closed the IQ gap by 5.5 points (35%) between 1970 and 1992. Over the same time period, Nisbett (2009) claimed that Blacks had narrowed the gap in educational achievement by a commensurate 35% on the National Assessment of Educational Progress (NAEP) tests. Nisbett also argued that educational interventions such as the Milwaukee project, the Abecedarian project, and the Infant Health and Development Program implied that the gap could be eliminated altogether.

To the contrary, we find there is little or no evidence of narrowing. The evidence presented in its favor rests mainly on insufficient sampling and selective reporting. For example, Rushton and Jensen (2006) calculated that the mean Black gain on the IQ tests discussed by Dickens and Flynn (2006) was only 2.1 points (14%) because these authors, for a variety of proffered methodological reasons, had excluded several tests showing small, nil, and negative gains, and also because they had used a projected trend line that exaggerated the gain. Nor was there any evidence of narrowing on other IQ tests over the 1970 to 1992 time period ([Murray, 2006] and [Murray, 2007]).
