By the beginning of the 90s desktop computers allowed the companies that redraw districts every ten years, as is mandated, to achieve a level of precision not possible before. By the end of the 90s this new view of information had helped make countless districts "safe". With safe districts came political inflexibility..

Anyway, I thought that observation on how computerisation affected this was interesting.
