Law of large numbers doesn't favor it.
We got way more important things to spend that $4 billion on then mail in voting... China just opened up Wuhan and most countries will be on the downside of the curve within 30 days. The election is 7 months away.
Spend a small fraction of that to allow states to do normal elections but with more cleaning supplies and to spread out people in line.
people already vote by mail via absentee ballots or military or U.S. personnel serving overseas. But not the entire election.

Because right now the panic to spend $4 billion dollars to move to a mail in system when none is required and it will be rushed and open to so many calls of fraud from the loser, let's just do elections the way we have for past 200 years or so. We have enough issues with absentee ballots, maybe clean that up first.
Those who are elderly/sick/afraid can request an absentee ballot or if they are afraid of crowds many states do early voting for those unable to do it on election day.
we already got this covered via our normal process, no need for Pelosi to throw more billions out the window to move the whole election to mail in.
