I hear ya. My angle is the Feds' pony up a 6 Billion grant and transfer to the CPD. Yes, we're all going broke, and I realize this is all theoretical (and flies in the face of my libertarian political beliefs), BUT, 6 Billion isn't a lot in the grand scheme of things. Even if we did do pay-go, cut 6 Billion from defense or the department of education, and it's an easy solution. It could be viewed as a temporary program. After 5 years, draw down the forces, just like Iraq

More cops with a looser reign on deadly force would help, but that's obviously problematic.
Bottom line, it's pretty much a war zone and in war you quiclky find that everything you believe in goes out the window pretty damn fast. You do what needs doing and hope you can look yourself in the face when it's done. Fat chance of that happening, but it is what it is.
I guess we can agree that there are some tough choices coming up for all of us, on this issue and others. It ain't gonna' be pretty cause we have no leaders.
