By productivity gains I'm thinking of the increase of GDP, and thus revenue, that can come without the addition of headcount and its attendant liabilities.

I find it hard to see how you could not credit government spending when government spending is driving a good portion of the growth in GDP.

I'm not saying that it doesn't increase GDP, I'm saying that productivity growth can increase GDP.
