Before he deplanes, he is briefed on what he is supposed to do. Get into the limo, or go meet with reporters first, shake hands with some people away from the plane for a photo op, etc whatever. So he was told to go to his right to, say, meet a pool of reporters and answer some questions. As he's getting off the stairs, suddenly things change for whatever reason and he is directed back to the limo by the Secret Service. Nobody will ever know the details of the confusion, but he's not blind. He sees where the limo is.

His "handlers" fucked it up and it looks goofy on the teevee. Don't believe the BS spin on what was a logistical and communication error.
