The laws on consent need to be changed so that the issue becomes whether or not sexual activity was consensual, not the exact age of the younger participant. I think any girl over the age of 12 knows whether or not she wants to have sex. If coercion is involved it's a crime - otherwise it isn't.
 
what about hanging most members of the US congress for conspiring to ruin the american economy and ignoring the constitution?
