java interference?

I keep getting slowdowns on my quotes through TWS, and yet my realtick quotes side by side are fine. I can only assume that this would be a java issue? The slowdowns usually occur when fast moves occur in the market.

I have read that msksrvr.exe (from spamkiller) causes cpu spikage; I occasionally also get error messages upon shutdown related to this app. Could this be the cause of occasional interference with TWS?

the JVM is far from perfect, so of course it's possible. I would first consider the possibility of a TWS issue, though. Or something in your machine.

Of course it could. But in that case the entire machine should slow down, not only TWS. Try to kill the process from the task manager, or stop it somehow, and see what happens. In the task manager you can also see what processes are using most of the CPU when you have a slowdown.
If you see no result try also to update your JVM
